Basically more preload gives a more direct feel to the steering but you have more risk on braking the servo en case of crashes. I find there is no point on tightening the spring more than 2mm.
For touring cars 12Kg is more than enough torque. I prefer faster speeds, say 0.08. Take into account that many people use the servo that has more torque because they think that it's the best servo. (same happens with expensive things, expensive=best). This is not always true and the best possible thing to do is to find what best suits your car and use it, despite what other drivers use.
Each scale has it's characteristics and they use different servos with higher torque or less speed. As I say for touring 12kg is just perfect and look for servos with speeds under 0.10s.
