Sure there is. Where I live we have 60+cm of snow (2 feet) and as cold as -20C (0F). We have had Wintercup races outdoors for few winters. But because sometimes we have bad weather and it is not because of too cold but too warm and rainy
This year we have a nice indoors track that does not have heating. Track temp goes down to -20C (0F).
The MAIN problem is that plastic looses its flex, becomes stiff and breaks easily. For an example Hobao guys break whole arms (rip hingepins through them!), driving 808 I broke only the plastic ball-links, the inner upper arms after a bad landing.
So it can be done without big issues. It is not comfortable for you and not for the car but if you want to drive then no problems!
Take care of the battery. Fortunately on Xray it sits next to motor but be sure to put preheated pack on. Bot LiPo and NIMH perform very badly when cold.
With the engine you need to wrap the cooling head with aluminum tape. With very cold weather the hole coolinghead is wrapped with the tape or even half-size head is used (also may be wrapped). The thing is that you can't get the engine temps up by leaning it. You will distroy the engine very quickly if you do it. You have to still maintain good tune which is not too lean and get the engine temp up by reducing the cooling. Always preheat the engine prior to starting it.

Winter race ruined by too warm weather. Don't try it at home. Really, don't! (people poured water out of the engine)
It was fun few years back. Wouldn't probably go racing like this today... or maybe just to have fun and enjoy hot drinks
