Front downstop is doing nothing when you're entering a corner.
When the rear is loose entering a corner while braking (too much frontal weight transfer) you should reduce the rear droop, i.e. going from 3 to 4. This way more weight is being kept on the rear axle. Visa versa when the car is understeering going into a corner while braking.
1-4 is a good setting for smooth tracks without a lot of weight transfer.
When the track is bumpy i always use 0-3.
Going lower then 3 in the rear and you will notice that the car doesn't transit smooth from the braking phase into the turning/ accelerating phase.
