Keep it simple. OS 12 TZ (P), Simple tuning, low cost parts, and you don't have to worry about finding the right plug or anything like that. IF you live in the states any hobby shop you go to will be able to get the parts from great planes. And the pipe, a skyline pipe isn't bad. The OS T1040 L52 pipe is well matched for the 12 TZ.
At my local track I own with OS. the carb is A #1. For a new guy, you need something thats easy to tune over all else. Otherwise you will likely be put off by it. Trust me, Nitro can be down right frustrating. But oh my god what a ride. Once you learn to drive the car, and the engine is holding you back you can go to whatever else your heart desires. Just use the 12tz as a practice engine.
Example, This season I will likely run Max engines depending on how some negotiations go next week. I have run rossi engines, picco, jp, many engines. But the ones that I usually have the most fun and least headache is the OS. Ran a stock OS 12TZ vs the Werks Kyosho, and Mugen Seiki Ltd and a bunch of other heavy hitters. We got third with a stock 12tz.
