Air is either still in the oil when assembling or air is getting in during assembly. For the 2nd, try installing the bladder and carefully bleed off extra oil. Now put the plastic piece in place on top of the bladder and hold flat. Carefully slip the aluminum collar over the plastic part making sure you keep even pressure on the plastic and rubber bladder to maintain a good seal and not let air in. While still holding pressure on the plastic, screw the aluminum retainer down to form a good seal. This will reduce the amount of air getting into the oil while assembling.
Set rebound as recommended in the manual. To help, loosen the cap that retains the o-ring, while setting rebound.
Most of all, take your time. It pays off with smooth accurate shock absorbers.
