We used to run our 009 with 1.15 shims on FF and FR. It improved steering response and importantly for us rotation around the corners (on a tight twisty track).
But it can make the rear end a bit of a handful. When it worked it was great but when it didn’t, rapid oversteer could be induced; it was a fast but riskier setup. If you have good grip and the rear end is settled then I think it is worth exploring. With the T3 012 we have gone back to 1.5 shims and then subsequently 2.0 FF and 1.5 FR. That was a deliberate change to get a more consistently settled setup.
I have not tried it with toe-out dialled in to the suspension arm. Having said that I think your suggested change is too aggressive. Either loose the toe-out and go to 1.15s all-round, or try 1.5 and 1.0 (or 1.15).
