With the 6,10,and 14 degree kingpin plates, what angle is are these referring to? Is it the angle of the steering arm in relation to the steering block? And also why is the mounting location of the pivot ball moved in or out with the different plates?

It's the king pin angle. The angle on which the steering rotates in relation to the wheel. If both pivot points were parallel to the wheel then the angle would be 0°. The further inward the upper pivot ball is, the further tilted this angle is. With more king pin there is more caster added when you steer and the camber changes more with suspension movement.

As far as I understand it more of it gives more steering out of the corner, less kingpin means more steering into the corner.
