Can I put the US foam top deck and LiPo pads directly on my 008 EU chassis? I know the rear belt on the US version is 186mm while the EU is 183mm so that's why I'm not sure it will fit on the rear bulkheads and the motor bulkhead.

If anyone have both cars can they try to put the rear wide top deck from US on the EU car and see if the screw holes match.

I use the US-Topdeck in the front on my 008-EU with the rear EU Topdeck. I cut 2 of the holes from the rear EU topdeck (because the US topdeck uses 2 additional screws behind the layshaft).
But you cannot use the outer posts in the front (unless you drill new holes in your chassis).

I think the difference between the belts comes from the different pulleys.
