Hello.

What do they do? Are there just to free up the shocks, or are there for altering the handling characteristics?

And if so, how does these work, how does this affect the handling and what is the difference between adding more shims to the upper part or the lower part of the shock?

I believe that I read in Alexander Hagberg's setup app that the effect of "shimming" the shocks is somewhat similar to using different shock mounting holes on the shock tower. Can't of the top off my head remember the finer details, though.

I asked the same question back then, but if you read Skiddins post he says how he feels a difference with different shells, I just try to run shocks 90* to ground and it does take a bit off the edge of a pointy car.
