What effect have to raise the topdeck 1mm ?
I have see many peoples that have raise the topdeck ?

It changes the flex characteristics completely. Makes the sideways flex softer. We like to use it in combination with the center post.

Why the center post is usually used when the upper deck is raised??

Because the topdeck in its standard position is usually too stiff when the center post is used.

you raise the top deck but do you use the layshaft screws (4)??
