what does it give?
how does it work?

Do you mean a shim between shock and shock tower or a shim on the shock-shaft?

Think the manual mentions its effects.
Increased stability, reduced turn in/steering.
Makes the car easier to drive.

The effect is very small, I rarely use this tuning aid. If I remember correctly it will increase traction from the shock which is shimmed out. However I always use 1.5mm shim between the top front shock mounting in the tower and the shock to have it mounted more vertically aligned with the arm (with standard wheelbase).
