Grabbed this out of the manual - Covers moving the entire shock (top and bottom with spacers) "To make the car more stable and easier to drive, move the front shocks forward. Stability increases mainly in chicanes. Note that the car will have less steering into corners."
Same handling characteristics will happen if you move the rear shocks backwards.
Moving the top only will, I guess, half the effect as well as straighten the shock up. Adding up to 2mm at the top of the shock wont necassarily require a spacer at the bottom but if you add 3mm then you'll need to add a minimum of 1mm to the bottom. This gives quite a bit of adjustability to suit your requirements.
