You can scrape the old ferrodo pads off, but this will leave residue, which you can try sanding away (depends on the CA glue strength)
You can always put the new ferrodo pads on the reverse side of the steel plates, and then swap them around (i.e the old outer steel pad, now becomes the new inner steel pad) once you have glued on the new pads - therefore you get 2 lots of brake pad for every 1 steel pad...
Personally, i think the cost of the steel and the pads is cheap enough to replace the both at the same time - According to teamxray.co.uk, the steel plates (XR334120) are actually cheaper than the ferrodo material (XR334130) that goes on them..
